From the UC’s Water Security and Sustainability Research Initiative<\/strong><\/em><\/p>\n

There are only\u00a0two ways to reduce groundwater overdraft: decrease\u00a0pumping or increase recharge.<\/p>\n

While addressing California\u2019s overdraft will certainly require both actions, we convened a meeting of water management experts around groundwater recharge. The goal of the “Recharge Roundtable” was\u00a0to address California’s severe groundwater overdraft problem through actions that would produce substantial increases in recharge in the next five years.<\/p>\n

As a collaboration between the\u00a0Groundwater Resources Association of California<\/a>\u00a0and the\u00a0University of California Water Security and Sustainability Research Initiative<\/a>\u00a0(UCWSSRI), we aimed to motivate focused actions that effect large quantities of recharge and produce regional benefits. The Recharge Roundtable participants and organizers\u00a0produced a call to action,\u00a0organized around six key questions and related action steps:<\/p>\n

    \n
  1. How much water is hydrologically available for\u00a0recharge?<\/li>\n
  2. How much water can be recharged in different\u00a0hydrogeologic environments?<\/li>\n
  3. What are the legal and regulatory bottlenecks, and\u00a0how can they be eliminated or reduced?<\/li>\n
  4. How can hundreds to thousands of recharge projects\u00a0be incentivized?<\/li>\n
  5. What changes in reservoir reoperation and\u00a0conveyance are needed?<\/li>\n
  6. What are the water quality benefits and concerns for\u00a0recharge?<\/li>\n<\/ol>\n

    It is\u00a0increasingly obvious that tantalizing possibilities for increasing recharge to\u00a0California\u2019s aquifers exist, yet\u00a0state and local water agencies and stakeholders are not\u00a0sufficiently prepared to capitalize on those possibilities. This call to action is intended to help our state prepare.<\/p>\n
