{"id":20062,"date":"2020-01-16T09:30:27","date_gmt":"2020-01-16T16:30:27","guid":{"rendered":"https:\/\/plantingseedsblog.cdfa.ca.gov\/wordpress\/?p=20062"},"modified":"2020-01-16T09:30:53","modified_gmt":"2020-01-16T16:30:53","slug":"fda-statement-lifting-romaine-lettuce-consumer-advisory","status":"publish","type":"post","link":"https:\/\/plantingseedsblog.cdfa.ca.gov\/wordpress\/index.php\/2020\/01\/16\/fda-statement-lifting-romaine-lettuce-consumer-advisory\/","title":{"rendered":"FDA statement lifting romaine lettuce consumer advisory"},"content":{"rendered":"\n<p>The U.S. Food and Drug\nAdministration (FDA), along with the U.S. Centers for Disease Control and\nPrevention (CDC) and state and local partners, <a href=\"http:\/\/s2027422842.t.en25.com\/e\/er?utm_campaign=National%20Broadcast%20Message%20-%20FDA%20Statement%20on%20Romaine%20Lettuce%20Outbreak&amp;utm_medium=email&amp;utm_source=Eloqua&amp;s=2027422842&amp;lid=10983&amp;elqTrackId=F76B574DFE70A23A2D8314E59502B44C&amp;elq=3baeefb2d8364d9399b0c281b3fc0e43&amp;elqaid=10921&amp;elqat=1\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>previously\nreported<\/strong><\/a> on December 12, 2019, that public health experts\nwere tracking three separate outbreaks linked to romaine lettuce caused by\nthree different strains of E. coli O157:H7. We also reported that, through the\nFDA\u2019s traceback investigation, we were able to identify a common grower between\neach of these outbreaks in Salinas, California based on available supply chain\ninformation.<\/p>\n\n\n\n<p>The FDA is providing an update on the status of the E. coli O157:H7 illnesses linked to romaine lettuce, along with recent findings based on our investigation of fields linked to a common grower, which was identified in our traceback. It should be noted that romaine from this grower does not explain all of the illnesses seen in these outbreaks.<\/p>\n\n\n\n<p><strong>Outbreaks declared over,\nconsumer advisory lifted<\/strong><\/p>\n\n\n\n<p>The FDA is lifting the consumer\nadvisory to avoid romaine lettuce from Salinas as the growing season for this\nregion is over, and there is no longer a need for consumers to avoid it. There\nis also no need to avoid other produce products from Salinas.<\/p>\n\n\n\n<p>The FDA and CDC have been tracking two multi-state romaine lettuce outbreaks. Federal health officials are declaring both multi-state romaine lettuce outbreaks over. One of the outbreaks sickened 167 people in 27 states. The other outbreak, linked to Fresh Express salad kits, sickened 10 people in five states.<\/p>\n\n\n\n<p>There was also a third outbreak in <a href=\"http:\/\/s2027422842.t.en25.com\/e\/er?utm_campaign=National%20Broadcast%20Message%20-%20FDA%20Statement%20on%20Romaine%20Lettuce%20Outbreak&amp;utm_medium=email&amp;utm_source=Eloqua&amp;s=2027422842&amp;lid=10984&amp;elqTrackId=30A1A45B861C74E9BDB6999F3E05B49A&amp;elq=3baeefb2d8364d9399b0c281b3fc0e43&amp;elqaid=10921&amp;elqat=1\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Washington\nState<\/strong><\/a> that sickened 11 people. This outbreak has also been\ndeclared over.<\/p>\n\n\n\n<p>The last reported illness onset\ndate for all the outbreaks was December 21, 2019. Based on this information, it\nappears that our <a href=\"http:\/\/s2027422842.t.en25.com\/e\/er?utm_campaign=National%20Broadcast%20Message%20-%20FDA%20Statement%20on%20Romaine%20Lettuce%20Outbreak&amp;utm_medium=email&amp;utm_source=Eloqua&amp;s=2027422842&amp;lid=11349&amp;elqTrackId=B8B9EA833193998EE97336062E510A16&amp;elq=3baeefb2d8364d9399b0c281b3fc0e43&amp;elqaid=10921&amp;elqat=1\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>November\n22, 2019 advisory<\/strong><\/a> to not eat romaine from Salinas played an\nimportant role in preventing illnesses and containing this outbreak because it\nprompted the removal of romaine lettuce from Salinas from the marketplace and\nwarned consumers to throw away romaine from that growing region.<\/p>\n\n\n\n<p><strong>Common grower, multiple\nfields investigated<\/strong><\/p>\n\n\n\n<p>The FDA traceback investigation for\nthese outbreaks required investigators to go through hundreds of supply chain\nrecords to find a commonality to a single grower with multiple fields. We were\nable to narrow this down further to at least 10 fields in the lower Salinas\nValley.<\/p>\n\n\n\n<p>Investigators from the FDA, CDC,\nthe California Department of Food and Agriculture and the California Department\nof Public Health, visited several of these fields and took a variety of samples\nfrom water, soil and compost. So far, sample results have come back negative\nfor all of the three outbreak strains of E. coli O157:H7. However, we did find\na strain of E. coli that is unrelated to any illnesses in a soil sample taken\nnear a run-off point in a buffer zone between a field where product was\nharvested and where cattle are known to occasionally graze. This could be an\nimportant clue that will be further examined as our investigation continues.\nHowever, this clue does not explain the illnesses seen in these outbreaks.<\/p>\n\n\n\n<p>Our investigation is ongoing, and\nwe are doing everything possible to find the source or sources of\ncontamination. The investigation into how this contamination occurred is\nimportant, so romaine growers can implement measures that will prevent future\ncontamination and illnesses.<\/p>\n\n\n\n<p>The FDA is planning to conduct an\nadditional, in-depth, root-cause investigation. The investigation will further\ncharacterize how contamination might have occurred and will inform what\npreventive controls are needed to prevent future outbreaks. Once complete, we\nplan to issue a prompt report and share lessons learned, so that growers can\nimplement best practices to protect consumers from contaminated produce.<\/p>\n\n\n\n<p><strong>Investigation will inform\nfuture prevention<\/strong><\/p>\n\n\n\n<p>As we mentioned in our last update,\nit is important to remember that millions of servings of fresh leafy greens are\nsafely eaten every day by consumers, although the repeat nature of these\noutbreaks linked to leafy greens \u2013 and more specifically to romaine lettuce \u2013\nremains a concern.<\/p>\n\n\n\n<p>We are doing our part by continuing\nour sampling assignment to monitor for pathogens in romaine lettuce across the\nnation. Industry can and must do their part too. Everyone across the romaine\nsupply chain must do everything possible to fully understand why and how these\noutbreaks keep happening and continue to aggressively implement preventive\nmeasures to further protect consumers.<\/p>\n\n\n\n<p><strong>Outbreaks illustrate need to\nstay focused on prevention<\/strong><\/p>\n\n\n\n<p>It\u2019s critical that all\nstakeholders, including growers, processors, distributors and retailers, stay laser-focused\non prevention to help bend the curve of foodborne illness. We understand the\nimportance of food safety, and we know there\u2019s a human face to every foodborne\nillness.<\/p>\n\n\n\n<p>The FDA remains committed to doing\neverything we can to prevent outbreaks, working with fellow regulators and the\nfood industry to identify and address causes and keep consumers aware of\npotential risks.<\/p>\n\n\n\n<p>Rest assured that we are working\nhard every day to try to prevent foodborne illness. We also know that food\nsafety is a shared responsibility. It involves food producers, distributors,\nmanufacturers, retailers and certainly regulatory officials at the federal,\nstate, local, territorial and tribal levels. That\u2019s why we work directly with\nour partners on things such as training and inspections. We also work closely\nwith industry, so they understand our requirements and are educated on the\nlatest scientific standards and good agricultural practices. Working together,\nwe have and will continue to advance food safety.<\/p>\n\n\n\n<p><strong>A New Era of Smarter Food\nSafety<\/strong><\/p>\n\n\n\n<p>While we will always place emphasis\non prevention, being able to promptly respond to an outbreak when it occurs is\na critical part of our food safety mission.<\/p>\n\n\n\n<p>As public health agencies have\ngotten better at detecting foodborne illnesses, our ability to trace back to\nthe source of contaminated foods that may have caused the illnesses has lagged,\ndue in part to the lack of modernized food traceability capabilities.<\/p>\n\n\n\n<p>As part of the FDA\u2019s <a href=\"http:\/\/s2027422842.t.en25.com\/e\/er?utm_campaign=National%20Broadcast%20Message%20-%20FDA%20Statement%20on%20Romaine%20Lettuce%20Outbreak&amp;utm_medium=email&amp;utm_source=Eloqua&amp;s=2027422842&amp;lid=9712&amp;elqTrackId=2E5B3DC3A77589ABD61E66DF564CF56B&amp;elq=3baeefb2d8364d9399b0c281b3fc0e43&amp;elqaid=10921&amp;elqat=1\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>New\nEra of Smarter Food Safety initiative<\/strong><\/a>, we plan to use\nadvances in technology to improve our ability to track and trace products\nthrough the supply chain. We\u2019ll be launching a New Era of Smarter Food Safety\nBlueprint in early 2020 that will outline how we will advance our work in this\narea.
