{"id":23605,"date":"2021-11-19T08:38:45","date_gmt":"2021-11-19T15:38:45","guid":{"rendered":"https:\/\/plantingseedsblog.cdfa.ca.gov\/wordpress\/?p=23605"},"modified":"2021-11-19T08:42:08","modified_gmt":"2021-11-19T15:42:08","slug":"cdfa-grant-to-fund-uc-merced-ppic-research-study-on-agricultural-drought-impacts","status":"publish","type":"post","link":"https:\/\/plantingseedsblog.cdfa.ca.gov\/wordpress\/index.php\/2021\/11\/19\/cdfa-grant-to-fund-uc-merced-ppic-research-study-on-agricultural-drought-impacts\/","title":{"rendered":"CDFA grant to fund UC Merced\/PPIC research study on agricultural drought impacts"},"content":{"rendered":"\n<div class=\"wp-block-image\"><figure class=\"alignright size-full is-resized\"><a href=\"https:\/\/plantingseedsblog.cdfa.ca.gov\/wordpress\/wp-content\/uploads\/2021\/11\/drought.jpg\"><img decoding=\"async\" src=\"https:\/\/plantingseedsblog.cdfa.ca.gov\/wordpress\/wp-content\/uploads\/2021\/11\/drought.jpg\" alt=\"Dry fields and bare trees at Panoche Road, looking west near San Joaquin, CA.   \" class=\"wp-image-23618\" width=\"515\" height=\"343\" srcset=\"https:\/\/plantingseedsblog.cdfa.ca.gov\/wordpress\/wp-content\/uploads\/2021\/11\/drought.jpg 686w, https:\/\/plantingseedsblog.cdfa.ca.gov\/wordpress\/wp-content\/uploads\/2021\/11\/drought-300x200.jpg 300w\" sizes=\"(max-width: 515px) 100vw, 515px\" \/><\/a><\/figure><\/div>\n\n\n\n<p><strong>By Lorena Anderson, UC Merced <\/strong><\/p>\n\n\n\n<p>Just because there has been rain lately doesn\u2019t mean California is drought-free.<\/p>\n\n\n\n<p>A new $1.5 million research grant from the California Department of Food and Agriculture is supporting School of Engineering Professor&nbsp;<a href=\"https:\/\/www.ucmerced.edu\/content\/josu%C3%A9-medellin-azuara\">Josu\u00e9 Medell\u00edn-Azuara<\/a>, collaborating engineering professors&nbsp;<a href=\"https:\/\/www.ucmerced.edu\/content\/joshua-viers\">Joshua Viers<\/a>&nbsp;and&nbsp;<a href=\"https:\/\/www.ucmerced.edu\/content\/john-abatzoglou\">John Abatzoglou,<\/a> and engineering and policy expert&nbsp;<a href=\"https:\/\/www.ppic.org\/person\/alvar-escriva-bou\/\">Alvar Escriva-Bou&nbsp;<\/a>from the Public Policy Institute of California (PPIC) in developing economic analysis and decision support tools for agriculture during droughts.<\/p>\n\n\n\n<p>\u201cIn every drought in modern times, California has seized opportunities to build the institutional infrastructure and technical tools to be better prepared for the next drought,\u201d Medell\u00edn-Azuara said. \u201cThis research will contribute to close the shared water-systems-management gaps between California\u2019s prominent and highly adaptive agriculture and our rural communities to increase climate resilience.\u201d<\/p>\n\n\n\n<p>Recent California climate extremes have included among the most severe multi-year droughts on record, highlighting rapidly changing conditions that affect water supplies for agriculture and the state\u2019s growing population. Incremental water management and institutional learning at all levels have provided building blocks to better manage water shortages.<\/p>\n\n\n\n<p>But California is the largest agricultural producer in the nation, generating more than $50 billion in commodity gross revenue in 2019. Farms underpin the economy of much of rural California, and the state\u2019s nearly 70,000 farmers and ranchers produce more than 400 agricultural commodities, according to the state\u2019s budget report.<\/p>\n\n\n\n<p>Agriculture is threatened by the effects of climate change, including extreme climate events such as droughts and floods, increases in pests and stressed ecosystems. The COVID-19 pandemic and emerging drought conditions have disrupted the food supply chain and created additional challenges for the agricultural sector. To address these challenges, farmers and ranchers continue to innovate by adopting agile technology, expanding in local and global markets, and developing sustainable, climate-smart agricultural practices, the state said.<\/p>\n\n\n\n<p>At the same time, communities connected to agriculture share, to varying extents, multi-year drought impacts such as water shortages and high temperatures and their lingering effects, including dry wells, increased fire risk, and degraded air and water quality.<\/p>\n\n\n\n<p>Some promising avenues point to flexible allocation schemes, managed aquifer recharge, coordinated operation of surface and water reserves and conveyance, and institutional reforms such as the 2014 Sustainable Groundwater Management Act (SGMA) to preserve the state\u2019s most valuable buffer during droughts.<\/p>\n\n\n\n<p>The researchers will enhance cloud-based collaborative modeling tools to assess drought impacts and promising adaptations. This will facilitate collaboration among agencies, academics and other stakeholders to identify drought vulnerabilities, and provide policy recommendations for ongoing and future droughts.<\/p>\n\n\n\n<p>\u201cOur goal is to advance state-level drought early-warning systems to give decision-makers opportunities to mitigate drought impacts,\u201d Abatzoglou said. \u201cIt wasn\u2019t a question of if there will be another multi-year drought like the San Joaquin Valley endured in 2012-2016, it was a matter of when \u2014 and here we are. Our goals are to use data and decisions to improve drought outcomes for these events.\u201d<\/p>\n\n\n\n<p>Policy and decision makers will be able to better understand the impacts of drought \u2014 with distributional effects \u2014 on disadvantaged communities and the potential for dry wells.<\/p>\n\n\n\n<p>\u201cBy developing tools to understand the consequences of our management actions, we will be able to inform policy decisions to improve socio-economic outcomes, and to avoid undesirable consequences on vulnerable communities,\u201d Escriva-Bou said.<\/p>\n\n\n\n<p>Besides the economic assessment of drought impacts, the team also plans to analyze agricultural water costs, produce a series of reports including forecasts and technical and policy recommendations, and engage with scientific and stakeholder partners through a variety of channels including workshops.<\/p>\n\n\n\n<p>\u201cCalifornia is fundamentally challenged by increasing variability in precipitation.
