{"id":8365,"date":"2015-04-27T08:15:05","date_gmt":"2015-04-27T15:15:05","guid":{"rendered":"http:\/\/plantingseedsblog.cdfa.ca.gov\/wordpress\/?p=8365"},"modified":"2015-04-27T10:12:19","modified_gmt":"2015-04-27T17:12:19","slug":"top-four-myths-california-drought-northern-california-water-association","status":"publish","type":"post","link":"https:\/\/plantingseedsblog.cdfa.ca.gov\/wordpress\/index.php\/2015\/04\/27\/top-four-myths-california-drought-northern-california-water-association\/","title":{"rendered":"Top-four myths of the California drought &#8211; from the Northern California Water Association"},"content":{"rendered":"<p>One of the unfortunate byproducts of the current drought are the myths circulating regarding water use and the means for addressing the water crisis in the state.\u00a0 Some are perpetuations of myths developed during past water crises.\u00a0 Others build upon misinformation that has a more recent origin.\u00a0 Below are four myths that you may see in media accounts of the drought.<\/p>\n<p><em><strong>1)\u00a0Agriculture uses 80 percent of water in the state.<\/strong><\/em><\/p>\n<p>According to the 2013 California Water Plan, in an average water year,\u00a0agriculture uses\u00a0<strong>41 percent<\/strong>\u00a0of the applied water in California\u00a0(<a href=\"http:\/\/www.waterplan.water.ca.gov\/docs\/cwpu2013\/Final\/04_Vol1_Ch03_Ca_Water_Today.pdf\">California Water Plan 2013, Volume 1, page 3-35<\/a>).\u00a0 Urban water uses total 10 percent and various environmental uses total 49 percent of applied water in the state.<\/p>\n<p><a href=\"http:\/\/www.norcalwater.org\/wp-content\/uploads\/2015\/04\/Ca-water-use-final.pdf\"><img decoding=\"async\" alt=\"wateruse.CA\" src=\"http:\/\/www.norcalwater.org\/wp-content\/uploads\/2015\/04\/wateruse.CA_1.png\" width=\"615\" height=\"521\" \/><\/a><\/p>\n<p><em>Click on image to see the full infographic.<\/em><\/p>\n<p>But, if we are truly talking about the \u201cwater in the state,\u201d according to the Water Plan, \u201cCalifornia, in an average water year\u2026receives about 200 maf [million acre-feet] of water from precipitation and imports from Colorado, Oregon, and Mexico.\u201d\u00a0 Agricultural water use totals 32.9 million acre-feet in an average year, or\u00a0<strong>16.5 percent of water received in the state<\/strong>\u00a0(<a href=\"http:\/\/www.waterplan.water.ca.gov\/docs\/cwpu2013\/Final\/04_Vol1_Ch03_Ca_Water_Today.pdf\">California Water Plan 2013, Volume 1, page 3-31 and 3-32<\/a>).<\/p>\n<p><em><strong>2) Unlike urban water users who have just received a mandatory 25% reduction in water use, agricultural water users have not had their water supplies cut.<\/strong><\/em><\/p>\n<p>Last year, while those of us living in urban areas were tasked with\u00a0<a href=\"http:\/\/www.waterboards.ca.gov\/waterrights\/water_issues\/programs\/drought\/conservation_reporting_info.shtml\">voluntarily reducing water use<\/a>, agricultural water users were suffering devastating cutbacks in supplies, many receiving no water or up to 5 percent of their contracted amounts.\u00a0 This year, even the most senior agricultural water rights holders in the state will be\u00a0<a href=\"http:\/\/www.norcalwater.org\/2015\/04\/17\/managing-water-in-the-sacramento-valley-for-multiple-benefits-in-2015\/\">cut back at least 25 percent<\/a>.\u00a0 Most will be cut back much more than that, if they get any water at all.\u00a0 According to the\u00a0<a href=\"http:\/\/farmwater.org\/farm-water-news\/over-41-percent-of-californias-irrigated-farmland-loses-nearly-entire-surface-water-supply\/\">California Farm Water Coalition<\/a>,\u00a0this will result in 30 percent of the irrigated farmland in the state receiving no surface water and approximately 620,000 acres (which equals almost 970 square miles) of fallowed land this year. These cutbacks will not only impact agricultural lands, but also the terrestrial habitat lands (such as wildlife refuges and managed wetlands) that are supplied water by the agricultural water agencies.<\/p>\n<p><em><strong>3)<\/strong>\u00a0<strong>The water rights in the state are over-appropriated.<\/strong><\/em><\/p>\n<p>Over the past several years, there have been claims that California\u2019s water system is overappropriated by five times and is therefore somehow broken. This statement mischaracterizes the California water rights system and ignores the fundamental and sophisticated way water is managed in the state.<\/p>\n<p>Those claiming that the water rights are overappropriated have taken all of the water rights maintained by the State Water Resources Control Board (SWRCB), added them up, and declared that the state\u2019s water rights total more than the available water and thus the state is overappropriated.\u00a0 What this ignores are the considerable non-consumptive water rights, the substantial water reuse and recoverable losses in the state\u2019s water system and the restrictions on water rights.\u00a0 The overappropriation myth is debunked in more detail in the following blog:\u00a0<a href=\"http:\/\/www.norcalwater.org\/res\/docs\/overappropriationfeb2015.pdf\">Using Water Multiple Times in California Explaining the California Water Rights Over-Appropriation Myth<\/a>.<\/p>\n<p>For more information on California\u2019s water rights system, visit the State Water Resources Control Board website at:\u00a0<a href=\"http:\/\/www.waterboards.ca.gov\/waterrights\/board_info\/faqs.shtml\">FAQS: Water Rights.<\/a><\/p>\n<p><em><strong>4)<\/strong>\u00a0<strong>New surface water storage would not help during a drought year.<\/strong><\/em><\/p>\n<p>As an example of how additional surface storage would help during a drought year, the Department of Water Resources has analyzed that if Sites offstream reservoir was in place in 2015, it would have stored an additional\u00a0410,000 acre-feet\u00a0of water this very dry water year.
