The Award-Winning European Grapevine Moth Eradication Program

Several years ago, CDFA detected a new pest in California – the European grapevine moth, an invasive species that targets a number of plants, notably grapes. Because California is the leading grape producer in the country and one of the largest in the world, we understood immediately that the stakes were enormous for the wine, raisin and table grape industries, and our response was decisive.

We teamed with stakeholders at the USDA (the Animal and Plant Health Inspection Service- APHIS, and the Natural Resources Conservation Service-NRCS),  the University of California, and in key California counties and industry to put an eradication plan in place that has been very successful, so far. Relying largely on fruit removal from residential properties and industry-driven treatment programs in commercial vineyards, the European grapevine moth population has dropped dramatically, and the USDA has determined that the effort is worthy of the APHIS Administrator’s Award, which will be presented next month. 

The letter announcing the award notes the program has protected the California grape and tree fruit industry by preventing the establishment of the European grapevine moth. While that’s definitely true, and an achievement worthy of attention, we know full well that our work isn’t done. We will continue to protect the food supply and natural resources of our state from this and many other invasive species. It’s what we do. We’re pleased with these results, proud of our team, and grateful for the partnerships we share in making this recognition possible.

Rooftop farms flourish in space-starved Hong Kong

Hong Kong has been late to latch on to rooftop farming, which has been popular in London and New York for years

 

Against a backdrop of and jungle-clad hills, earth-filled boxes are spread out on the roof of the 14-storey building, where a wide variety of produce including cucumbers and potatoes are cultivated.

It is one of several such sites that have sprung up in Hong Kong’s concrete jungle, as the appetite for organic produce grows and people seek ways to escape one of the most densely populated places on earth.

“I am happier eating what I grow rather than food I buy from supermarkets,” said Melanie Lam, a 28-year-old nurse, who comes to the “City Farm” in the Quarry Bay district of Hong Kong’s main island about twice a week.

“Compared to vegetables from the supermarket, vegetables that I plant are sweeter and fresher. It gives me a greater sense of satisfaction.”

With most of the southern Chinese territory’s seven million people living in tower blocks and land prices sky-high, unused are some of the few places in the most heavily populated areas for budding vegetable gardeners.

The money-obsessed city has been late to latch on to rooftop farming, which has been popular in cities such as London and New York for years.

While there are no official figures for the number of sites, as no licence is needed to set one up, anecdotal evidence suggests their popularity is growing.

“I think urban farming is becoming more popular… we have grown bigger in a short time,” said Osbert Lam, the founder of “City Farm”, which has about 100 regular gardeners two years after opening.

There are 400 growing boxes on the 10,000-square-foot (930-square-metre) rooftop available to rent for between HK$150-200 ($20-25) a month each.

“People who come to the farm are so happy — It’s like a tranquilliser, it’s a way out,” added Lam.

In To Kwa Wan in the east of the Kowloon peninsula, one of the founders of another rooftop farm says the project has given a boost to the neglected neighbourhood, which has poor transport links and a predominantly elderly population.

Chu Pui-Kwan and two friends came up with the idea of setting up a vegetable garden on the unused rooftop of a 12-storey building.

Using old planks and other materials salvaged from construction sites, they assembled growing boxes, and then decided to get the local community involved before the farm opened in November.

“We invited the older people from around this area to come up, we gave them paints and had them paint the different boxes,” she said. “They had so much fun.”

Now the brightly decorated boxes are filled with a huge variety of vegetables and herbs, including spinach, peas, lemongrass, mint and rosemary, providing a splash of colour to the drab neighbourhood.

The site has regular open days and runs classes to teach people about .

Chu is also involved in Time To Grow, a company which aims to improve access to locally produced food.

It is running classes once a week on Victoria Peak, the highest point on Hong Kong’s main island, where participants have stunning views over the city.

“The whole idea is to get into each individual home a little bit of green… rooftops, windows, even one pot at a time,” said Chu.

Official figures suggest organic food is becoming increasingly popular in Hong Kong, with the number of farms taking part in a government-run scheme to encourage organic agriculture rising to 193 in June this year, from 123 in 2008.

But despite the hobby’s growing popularity, there is little sign of Hong Kong’s rooftop farmers producing enough crops to sell for profit, unlike their counterparts in cities where space is not so scarce and the idea took root earlier.

Just three percent of vegetables consumed in Hong Kong are grown locally, according to government figures.

News Release – Medfly Infestation Triggers Quarantine in Rancho Cucamonga Area

A quarantine has been declared due to a Mediterranean fruit fly infestation detected in the Rancho Cucamonga area of San Bernardino County. Three adult males and one unmated female were detected in two traps on August 16, 2012. The United States Department of Agriculture (USDA), the San Bernardino County Agricultural Commissioner, the Los Angeles County Agricultural Commissioner, and the California Department of Food and Agriculture (CDFA) are working collaboratively on this project.

To eradicate the infestation, the release of sterile male Medflies began last week, at a rate of 250,000 flies per square mile per week. The release area is approximately 11 square miles.

“Our system to detect and respond to invasive species like the Mediterranean fruit fly is working well and according to design,” said CDFA Secretary Karen Ross. “The release of sterile Medflies is a proven method of eradicating an infestation. The key is to move swiftly and take action before the pests can cause widespread damage.”

The quarantine will affect any growers in the area as well as local residents – home gardeners are urged to consume homegrown produce on site and not move it from the property. That helps protect against the spread of the infestation to nearby regions where it could affect California’s food supply.

The sterile male Medflies are brought in from the joint CDFA/USDA rearing facility in Los Alamitos, which prepares hundreds of millions of sterile flies weekly for release over the Los Angeles Basin. The sterile release program has a proven track record in Southern California. Sterile male flies mate with fertile female flies in the environment but produce no offspring. The Medfly population decreases as the wild flies reach the end of their natural life span with no offspring to replace them, ultimately resulting in the eradication of the pest.

Last week, agricultural officials also applied limited treatments to host trees and plants in a 200 meter radius – about one-eighth of a mile – from the sites where the flies were found. The substance being applied is the organic product GF-120 Naturalyte (active ingredient: spinosad). Residents in treatment areas are individually notified in advance of treatments.

The Medfly can infest more than 250 types of fruits and vegetables, causing severe impacts on California agricultural exports and backyard gardens alike. Residents who believe their fruits or vegetables are infested with fruit fly maggots are encouraged to call the state’s toll-free Pest Hotline at 1-800- 491-1899.

The eradication approach in the Rancho Cucamonga area is the standard Medfly program used by CDFA and is the safest, most effective response program available. CDFA has successfully eradicated each and every detected Medfly infection in California history, dating back more than 30 years.

News Release – California Releases 2012 Bioenergy Action Plan

California state agencies today released the 2012 Bioenergy Action Plan to accelerate clean energy development, job creation, and protection of public health and safety.

Bioenergy is energy produced from organic waste such as agricultural, forest and urban wastes that would otherwise go into landfills or be burned. Increasing production of bioenergy in California can create thousands of new jobs, especially in rural areas that have been hit hard by the economic downturn. Bioenergy also helps to protect public health and safety by reducing the risk of wildfires and the pollution from landfills, dairies, wastewater treatment facilities, and other organic wastes.

“Swift action on bioenergy will create jobs, increase local clean energy supplies, and help businesses grow in California,” said California Natural Resources Secretary John Laird. “Increasing bioenergy opportunities will also help California meet its climate change goals and protect public health and safety.”

The 2012 Bioenergy Action Plan was developed by state agencies and outside experts under the leadership of Governor Brown’s Office. The state agencies responsible for developing and implementing the plan are the Natural Resources Agency, Department of Food and Agriculture, California Environmental Protection Agency, Public Utilities Commission, Energy Commission, Department of Forestry and Fire Protection (CAL FIRE), CalRecycle, and the State Water Resources Control Board.

The plan contains more than 50 recommended actions to increase the sustainable use of organic waste, expand research and development of bioenergy facilities, reduce permitting and regulatory challenges, and address economic barriers to bioenergy development. The plan will help facilitate the creation of more than 4,000 jobs and help California meet its clean energy, waste reduction and climate change goals.

“Bioenergy is an exciting new frontier for agriculture,” said Karen Ross, Secretary of the California Department of Food and Agriculture. “It creates jobs, reduces energy costs and reduces pollution. Early adopters are already realizing these benefits and are blazing the path towards self-sufficiency for agriculture.”

Expanding bioenergy development benefits California agriculture by providing an onsite or local source of clean energy, either electricity or liquid fuels for farm and other vehicles. Technologies such as anaerobic digestion also reduce waste and pollutants from dairies, agricultural trimmings and residues, and food processing operations. Bioenergy generation can also produce biochar, a valuable soil amendment that can be used in place of chemical fertilizers.

“Wildfire is increasing dramatically in California, but there are ways we can reduce the risk to public health, safety and property,” said CAL FIRE Chief Ken Pimlott. “Generating energy from forest waste helps to reduce dangerous fuel loads in our forests while providing jobs and local energy supplies in forest communities.”

Wildfire is an increasing threat in many parts of California, costing hundreds of millions of dollars per year in fire suppression and property losses, not to mention impacts on public health and safety. One of the most important and cost-effective ways to reduce forest fire hazards is to generate energy from forest biomass collected to reduce dangerous fuel loads. Using forest biomass to generate energy protects health, safety and property while providing jobs, income and local energy supplies.

California currently produces about 600 megawatts of electricity and 50 to 100 million gasoline gallon equivalents from organic waste each year. Bioenergy facilities employ about 5,000 people and contribute $575 million to the California economy. By reducing the economic and regulatory barriers to bioenergy development in California, the Bioenergy Action Plan will help to nearly double these numbers.

“The state of California has the most comprehensive and thoughtful bioenergy policies in the world,” said Michele Wong, Chief Executive Officer of Sacramento’s Clean World Partners. “By coordinating waste, energy and air quality, we are in the midst of a technology revolution that will dramatically reduce garbage and pollution while creating a clean energy future.”

Clean World Partners – which builds facilities that transform food and green waste to renewable energy and soil – will break ground in September on its third major commercial facility this year.

“Our company has created 30 clean tech jobs this year and stands to create more than 400 jobs in the next three years,” continued Wong.

Statement from Secretary Ross on Food Safety Efforts by California Cantaloupe Growers

You may have heard about recent illnesses and two deaths linked to cantaloupe grown in southwestern Indiana. I am very concerned to learn about the severity of this outbreak. My heart goes out to those affected and their loved ones.

All of agriculture and the food-supply chain have a responsibility to protect people from food-borne illness, and I am determined to do all I can as secretary to accomplish that to the best of our ability. The key is a commitment to continual improvement. We have that in California –  in the past twenty years, there has not been one illness linked to California cantaloupe. California continues to lead the nation in food safety enforcement and sound agricultural practices.

Over the last year, California cantaloupe farmers have formed a marketing order that includes mandatory government inspection of farms and packing facilities to verify compliance with stringent food safety standards.

CDFA has partnered with the Center for Produce Safety at UC Davis to continue groundbreaking research on food safety. Through continued research and scientific inquiry, California is committed to maintaining its strong record on food safety.

There are few things more important, more fundamental, than a safe and secure food system. The strength of California’s food system, and the confidence it inspires, is rooted in decades of dedicated, regulatory enforcement at the state and local levels and a consistent commitment to safety by California’s farmers and ranchers.

Fairs and Farmers are Key Partners with Local Food Banks

Vegetables at the Sacramento Food BankThe success of food banks is based on relationships in local communities with individuals, faith-based organizations, retailers and food service businesses -just to name a few.  Additional partnerships with food producers and processors assist with sourcing local, fresh foods that can be provided to needy families. Some of these relationships have innovative roots,  and fairs are an example of that.

Each year, the California State Fair at Cal Expo features a demonstration farm, and it produces a lot of food.  So far this year, the farm has donated nearly five-thousand pounds of produce to the Sacramento Food Bank and Sacramento Foodlink – high-quality produce like what is seen in the photo to the left. Other fairs have a great tradition of giving with similar efforts. The Big Fresno Fair has raised 268,000 pounds of food over the last three years through its “Feed the Need” program. The Orange County Fair raised more than 43 tons of canned food donated by its customers. The Antelope Valley fair collected 10-thousand cans of food last year and is hoping to better that this year. Fairs in Tehama, Stanislaus, Merced, Calaveras, Lake, and Tulare counties are also providing food to the needy.

Farms play a major role in food donations, as well.  We have declared the month of December to be “Farm to Food Bank Month.” Last year, agriculture provided more than 100 million pounds of food to food banks.

As impressive as all these food donations are, we think we can do better. Improved food access is the first priority of Ag Vision, a strategic plan for California agriculture. The California State Board of Food and Agriculture is working to double California farm contributions to food banks over the next five years.

Food donations are a tremendous resource in a challenging time when one in eight Americans – nearly 46 million people – receives emergency food annually. More than four million of those people are Californians.

I commend California’s agricultural community and our fairs for sharing a commitment to help feed the hungry. I look forward to expanding access to healthy California-grown food for all Californians through partnerships with a variety of stakeholders in coming years.

News Release – Vacancy on Fertilizer Technical Advisory Committee

SACRAMENTO, August, 15, 2012 – The California Department of Food and Agriculture is announcing a vacancy on the Fertilizer Research and Education Program’s Technical Advisory Subcommittee. This subcommittee reviews and recommends fertilizer research and education programs to CDFA’s Fertilizer Inspection Advisory Board.The Fertilizer Research and Education Program funds and coordinates research and technical assistance to advance the environmentally safe use and handling of fertilizer materials within the agricultural sector. The program serves growers, agricultural supply and service professionals, extension personnel, public agencies, consultants and the public.

Applicants must demonstrate knowledge, technical and scientific expertise in the fields of fertilizing materials, agronomy, plant physiology, production agriculture, principles of experimental research, and environmental issues related to fertilizer material use. The term of office for subcommittee members is three years and members receive no compensation but are entitled to payment of necessary traveling expenses. The subcommittee and research program are funded entirely through user fees and assessments.

Steam shown to kill sudden oak death pathogen- From SF Chronicle

Scientists say they have discovered a new way to kill California’s most virulent forest- and plant-depleting disease, and it turns out the technique is as old as steam cleaning.

Steam, in fact, is what researchers at Dominican University in San Rafael have been using to combat Phytophthora ramorum, a pathogen that causes sudden oak death.

Scientists from a variety of organizations including the U.S. Department of Agriculture, the California Department of Food and Agriculture, and Oregon State University demonstrated what appears to be an effective steam-sterilization technique Tuesday on a research plot of ornamental plants at Dominican.

“It’s certainly a new use for steam sterilization,” said Robert Leavitt, director of plant health for the Department of Food and Agriculture. “It looks like it is very promising, and it could be a big step forward as a long-term solution for ramorum blight in nurseries.”

The disease, called ramorum blight when found in nurseries and sudden oak death in the wild, has 107 susceptible host plants, including such common garden ornamentals as camellias. It was discovered in the woodlands of Mill Valley in 1995 and has spread to forests and wildlands in 14 California counties and Curry County, Ore.

The pathogen kills big oak trees and the smaller tan oaks, which have been nearly wiped out in parts of Big Sur, Jack London and China Camp state parks and the Marin Municipal Water District watershed lands near Mount Tamalpais.

For years, steam has been used to sterilize soil in greenhouses, but this is the first time it has been deployed on open fields of infected nursery plants. The technique involves piping steam through a hose underneath a tarp covering the infected plot. The researchers found that subjecting high-clay-content soil to at least 50 degrees Celsius (122 degrees Fahrenheit) for 30 minutes eradicated the deadly microbe.

The only other effective treatment for the disease that scientists know of is an expensive phosphite compound designed mainly for treating infected trees in people’s yards. The steam treatment could potentially be used to sterilize entire nurseries, pinching off the virulent killer at one of its sources, researchers said.

“It is still in the research stage, but we are working toward getting it to the commercial stage very quickly,” Leavitt said. “The concern is that ramorum will move from nurseries to homeowners and then from homeowners out into the wild, where it will spread across the country.

“Keeping it from spreading from nurseries is a giant step in protecting the whole U.S. from this disease.”

Hollywood is Buzzing with Food … But Where are the Farmers? From the Food Dialogues

Unlike stars in Hollywood, “food” may not have an agent, but it has definitely reached celebrity status across America. From documentary films to reality culinary challenges to stand-‘n-stir TV shows, the entertainment industry has created a giant stage that brings attention to how and where our food is grown, raised and processed, ultimately making its way to our tables.

Over the past decade, Americans have been more inspired to think about, care about and talk about where the food we eat comes from. And the food curiosity appetite continues to grow. We should applaud Hollywood and the media for playing a critical role in this inspiration.

Unfortunately, a key cast of characters has been buried back stage in Hollywood’s food story. As Americans tune in to entertainment to feed their food curiosities, are they getting the full story straight from the farmers and ranchers who make everyday decisions about how to raise our food?

It’s true that many traditional farmers and ranchers have chosen to stay out of the limelight – and haven’t always come forth to play a leading role in Americans’ understanding of where food comes from. Today this is changing.

And, yes, it’s also true that a handful of small, artisanal, local farms have appeared in entertainment, especially in the wake of the “locally grown” food movement. But the majority of farmers have been left out of the food discussion in the entertainment world. Farmers and ranchers from large farming operations who pour their hearts and souls into producing our food are sometimes disregarded by many in Hollywood who draw unfair conclusions about why farmers and ranchers do the things they do on their farms. Why? Because their stories are still untapped. It’s a disadvantage to Americans who are looking deeper to understand and be educated about food that is grown in America.

Farmers and ranchers are ready to have a conversation, and their stories are waiting to be told in the entertainment world. What better place to inspire this conversation than in Hollywood? I believe it is a wholly unexplored part of the food discussion in America that will only benefit us all. And it needs to start now.

CDFA helps reel in catch of short measure tuna cans

You may have heard recently that some of the largest tuna packagers in the country agreed to pay several million dollars to settle a case that started with the discovery that cans of tuna contained less fish than required by the Food and Drug Administration (FDA). Some of the cans had up to 33 percent less fish than required. This is what is known as “short measure,” a package that seems to be full but is actually not containing the proper value for the money.

CDFA’s Division of Measurement Standards (DMS) initiated the investigation after receiving a number of complaints from consumers. As investigators began their work, they learned that only a couple of locations in the U.S. had the special equipment necessary and that, fortunately, one of those was in California, at the National Oceanic and Atmospheric Administration (NOAA) in Long Beach, where personnel served as a neutral third party to perform the official testing. In all, hundreds of cans of tuna were tested. The case was a culmination of four years of investigative work.

The packaging companies, Bumble Bee Foods, LLC; Tri Union Seafoods, LLC d/b/a Chicken of the Sea International; and Starkist Co., were prosecuted for selling short measure tuna and for unfair competition. The settlement, totaling $3.3 million, was part of a stipulated final judgment filed in Riverside County on August 3, 2012. The three companies entered into the stipulation not admitting any wrongdoing, liability, or violation of law. In addition to civil penalties and agency costs, $300,000 worth of canned tuna will be distributed to food banks throughout California.

Ensuring fair competition for industry and accurate value comparison for consumers is a primary function of DMS. The state works closely with county sealers of weights and measures who, under the supervision and direction of the secretary of CDFA, carry out many weights and measures activities at the local level, including commercial device testing and pricing accuracy inspections. During this case, DMS worked with local officialsals from Los Angeles, Orange, Riverside, San Bernardino, and San Diego counties.
